Excerpt: The successful, prosperous and influential Indian diaspora is an asset to the country, especially in promoting India’s soft power goals and cultural diplomacy abroad. The government of India, under Prime Minister Narendra Modi, recognizes how its diaspora can play an instrumental role in fostering India’s global interests and influence. Since 2014, the government has brought a series of institutional and administrative reforms to engage with the diaspora more effectively. Further, to streamline various initiatives and schemes for reaching out to the diaspora and ensuring their welfare, the government devised a diaspora policy framework under the maxim of the four ‘Cs’ — Care, Connect, Celebrate and Contribute. This chapter looks at the efforts by the Modi government to position the Indian diaspora at the core of India’s foreign policy agenda. (p. 151)
